Shanghai Marine Safety Administration Denies “Ship Price Difference”

On December 4th, Shanghai Marine Safety Administration maritime and related shipping experts all denied that they had ever published the report “Chinese shipyards offers different ship price for domestic and overseas clients”
Shanghai Marine Safety Administration has issued temporary nationality certificate for trial voyage for total 25 new-built vessels in the third quarter of this year, which slightly declined compared with 26 ships in the same period of last year. The new-built vessels total tonnage and average tonnage of a single ship declined slightly year on year.
It is reported that, among these newly-built bulk carriers, the lowest and highest price for 76,000 DWT bulk carrier is respectively $32.5 million and 280 million, $50.3 million and $54.25 million for 87000DWT bulk carrier, $51.8 million and $56.07 million for 115000DWT bulker, $48 million and $ 59.5 million for 176,000DWT one. The above data shows that the price difference for the same type of ship is very large. However, the officials from Shanghai Marine Safety Administration said they had not release such ship price message: “if there is no relevant information on the official micro-blogging or official website, it means that the information is not existed”.
The shipping experts Wu Minghua further pointed out the different quote for domestic and foreigner buyer is not realistic. All domestic shipyards will conduct business negotiation with ship owner according to current market price. He explained that, “the prices for all buyers are transparent. Newbuilding prices of shipbuilders from Japan, China and South Korea will mutually are all open and comparable”, on one hand, the contract details between shipyard and shipowner are not open normally, on the other side, the domestic industry association will regularly collect the shipbuilding schedule and ship payment return progress to master the market situations.
He also said, “the price is not unique and the standardization of the contract may be more important. The Standard Shipbuilding Contract of Shanghai format was issued in January this year and was also warmly welcomed by the S&M ship enterprises in Zhejiang, Jiangsu and Guangdong. Afterwards, experts organized by the Shanghai branch of China Maritime Arbitration Commission made in-depth and detailed explanation for this contract, especially the terms related to legal, economic and operational practice with authoritative interpretation and research.”
Shanghai has already issued the standard shipbuilding contract on the above basis as the reference for signing shipbuilding contract.
